Hola

estoy traduciendo un articulo y dice: XX hizo un reconocimiento especial al presidente XX, ¿ cómo se traduce hacer un reconocimiento: to acknowledge XX?

Why 'publicly acknowledge' and not 'special acknowledge'?

you could use "special" but you would have to rephrase it slightly:

"special acknowledge" is not well written, because "special" is an adjective, whereas "acknowledge" is a verb (which would request you use an adverb). "Specially acknowledge" sounds a bit forced and stuffy, so I would suggest rephrasing it to "Make a special acknowledgement to"

recap:

publicly acknowledge XXX (the most usual and used)
make a special acknowledgement to XXX
acknowledge XXX in a special manner
