Can I translate it as:

temporary crisis

or

transient crisis

Which one is best?

That's the phrase. The book is from the late 80's

It's either "transitional" or "temporary", which are pretty close. If it's talking about the economies of Latin American countries transitioning from one type to another during the 80's then use "transitional". But if you still can tell, go with "temporary". Definitely don't use "transient".
