actividad de doble mano

I have this Spanish phrase:

Es sabido que el comercio exterior es una actividad de doble mano y que las balanzas comerciales bilaterales tienden a mantenerse equilibradas dentro de lo posible.

How can I translate "actividad de doble mano" into English?

I think it means that external or foreign trade (which I guess is what "comercio exterior" refers to) is a double-sided activity by nature. Así que hay dos partidos en cada transacción -- un vendedor y un comprador. Because there are two sides, they keep each other balanced and inside the realm of what is possible because they are both working in their own interest. Ambos quieren mejorar a sí mismo. Y eso es cómo funciona el mercado.

On the other hand it could be talking about the two sides of trade called supply and demand. But since it used the term "doble mano", I figured it was talking about two entities with their "hands in the deal", so to speak.

Hope that makes sense. I was inferring a lot from one small sentence, so I could be way off base.
